|
Development of Modernized Gatineau Energy Centre (MGEC) facility at the National Printing Bureau site to build an energy center of 30 MW heating and cooling to decarbonized ESAP’s district energy network. The MGEC is providing thermal energy to more than 80 buildings in the National Capital Region |

| Scope and objective | ||
|
The construction of MGEC will provide fuel-switching to Hydro-Quebec electricity as the preferred carbon-neutral energy source, displacing natural gas as the primary heating energy source enabling ESAP operations to achieve 92% GHG emission reductions on a system basis by 2030. The objective of this mandate was to develop the Schematic Design package to seek approval from Treasury Board [i.e. Project Approval (PA) and Expenditure Authority (EA)] and the National Capital Commission (FLUDA). This mandate was under the leadership of the Deeper Greening Program (stage II) reporting to ESAP |

Participate to design activities that leads to the development of a viable Schematic Design package in collaboration with professional from Innovate Energy (P3 partners) · Contribute and review Investment Analysis report · Contribute and review Value for Money (VFM) report · Contribute and review Risk Assessment Analysis · Support negotiation of temporary easement with property owners adjacent to the development site · Coordinate with PSPC’s Geomatic team and Department of Justice to establish legal boundary of CEGEP Reboul · Finalize negotiation with CEGEP REBOUL’s representative of temporary and permanent agreement. · Pursue communication to mitigate potential construction impact with existing Community Garden and other adjacent properties owners; and, · Review and provide comment on schematic design documentation package to ensure compliance with functional requirement Contributed to the development of infrastructure projects such as the Gatineau Modernized Energy Center (MGEC), from initial land acquisition to final design review. This project demonstrates that the Government of Canada is leading by example in the context of climate change, by reducing greenhouse gas emissions by 92%. With the development the Gatineau Modernized Energy Center (MGEC), I also actively participated in the negotiation with Hydro-Québec to interconnect Hydro-Québec’s Gamelin substation to the future ESAP’s thermal energy center on Sacré-Cœur Boulevard with the design and construction of a 5 km underground electricity transmission line of 120 kilovolt (kV). Construction is expected to begin in winter 2024. Commissioning of this line is planned for fall 2024. The Modernized Gatineau Energy Centre project was endorsed at the Investment Management Board in October 2021. Treasury Board approved the MGEC scope addition to the ESM Project and P3 contract on March 3, 2022. Project Approval (PA) and Expenditure Authority (EA) was grated without condition. Also obtain National Capital Commission’s Federal Land Use and Design Approval of the Schematic Design. |
