Project Description
Development of Modernized Gatineau Energy Centre (MGEC) facility at the National Printing Bureau site to build an energy center of 30 MW heating and cooling to decarbonized ESAP’s district energy network.
Scope and objective

The construction of MGEC will provide fuel-switching to Hydro-Quebec electricity as the preferred carbon-neutral energy source, displacing natural gas as the primary heating energy source enabling National Capital Region District Energy Service operations to achieve 92% GHG emission reductions on a system basis by 2030.

The objective was to develop a Concept Design package to seek approval from key stakeholder such as, but not limited to, the National Capital Commission, the City of Gatineau, the property owner in closed proximity to the development site and seek an agreement in principle by Treasury Board to further proceed to next Schematic Design Phase. This initiative was under the leadership of the Deeper Greening Program (stage II) reporting to ESAP.

Contribution of the proposed resource to the project

Participate activity to contribute to the pre-design and design activities that leads to the development of a viable Schematic Design package with the professional of Innovate Energy (P3 partners)

·       Review functional programming, Design principles

·       Identify key property owners adjacent to the development site

·       Participate and support Senior Director with the negotiation to secure adequate property boundary with 45 Sacre-Coeur representative

·       Coordinate with PSPC’s Geomatic team and Department of Justice to establish legal boundary with new civic address 83 Sacré-Coeur.

·       Review and modified initial negotiation strategy to settle temporary and permanent easement with CEGEP Reboul to secure underground distribution corridor from MGEC towards main distribution corridor leading to Mac Donald Cartier Bridge.

·       Establish communication channel to mitigate potential construction impact with existing Community Garden

Review and provide comment to ensure:

·       Landscape Concept Drawings to ensure harmonious integration with existing urban fabric

·       Concept development is meeting key functional requirement

·       Review proposed architectural design to ensure harmonization with adjacent federal heritage property

Note: 95% of the activities described above were successfully conducted remotely during Coronavirus disease pandemic

Deliverables

The Concept Design of the Modernized Gatineau Energy Centre project was accepted by National Capital Commission and City of Gatineau (Comité consulatif d’urbanisme). And, due to the proximity of the development site with 45 Sacré-Coeur formerly known as the Printing Bureau by Federal Heritage Buildings Review Office (FHBRO).
